Date: 17 June 2026

Organisers: Council of the European Union

The Horizon Europe GEMS Project was presented at the Working Party on Terrorism (International Aspects) / COTER of the Council of the European Union by Vasiliki Kotsikopoulou, Policy Advisor at ELIAMEP.

The presentation explored how gaming ecosystems can serve as a lens for understanding the evolving nature of radicalisation pathways in Europe. It highlighted the growing convergence of harms across digital environments and the importance of strengthening digital resilience as a key prevention approach.

Particular emphasis was placed on understanding digital ecosystems as interconnected spaces where identity formation, peer influence, cross-platform migration and harmful narratives interact. The presentation also underlined the importance of cooperation between researchers, policymakers, practitioners and relevant stakeholders in addressing emerging online risks in a proportionate and evidence-informed manner.

The GEMS Project appreciated the opportunity to share its Horizon Europe-funded research with Member State representatives and contribute to ongoing EU-level discussions on preventing and countering violent extremism in digital environments
